About us:
The supreme judiciary represents the Palestinian Judicial Authority which constitutes an essential guarantee of the independence of judiciary and it entrusted with the administrative supervision on the judicial system.
It has the legal authority to oversight the affairs of all judges on matters related to: judicial inspection, grievances, appealing decisions, disciplinary inquiry of judges and administrative duties.
High Judicial Council was established according to Judicial Authority Law No. 1 of 2002; composed of the following members:

High Judicial Council Mission:
- Enhance the independence of judges.
- Ensure dignity, transparency and efficiency of judges.
- Qualify and train judges and human resources on work in judicial field.
- Improve courts performance and facilitate litigation proceedings.
- Institutionalize and improve High Judicial Council.
- Institutionalize and improve council departments, Judicial Inspection Department, General Secretariat Department and others.
High Judicial Council Jurisdictions and responsibilities:
- General policy – making of Judicial Authority.
- Examine and review the judicial legislations.
- Prepare the project of Judicial Authority budget and make recommendations.
- Supervise the implementation of Judicial Authority budget.
- Ensure Judicial and disciplinary accountability over judges in accordance to law provisions.
- Receive judges' performance evaluations submitted by Inspection Department.
- Examine appointments, discipline and promotions of judges.
- Decide on the transfer, assignment and objection to the suspension of judges.
- Develop the performance of Inspection Department mechanism.
- Prepare proposals for Inspection Department and Technical Office.
- Examine judges' complaints.
- Examine complaints against judges.
- Prepare proposals for High Judicial Council Bylaws.
- Improve courts administrations.
- Organize committees and lawsuits in accordance of law.
- Provide oversight and supervision over permanent and temporary committees.
- Evaluate judicial authority outputs and indicate its needs.
- Develop training programs to rehabilitate judges.
- Design and implement development programs to enhance judges' capacity.
- Design well-structured curriculums and regular training evaluation.
- Submit judges' promotions and appointments to Palestinian Authority president.
- Review and decide on the legal status of law and regulations issued to organize judicial authority.
- Reconsider annual judicial formation and judges' distribution mechanism.
- Give approval for judges' leave request.
- Consider judges' dismissal and termination.
