After establishing the Supreme Court, the Technical Office was established to Article (9) of the Judicial Authority Law No. (1)2002/ Article (26) of Regular Courts Formation Law No. (5) 2001. However, the office became operational in October 2008, starting its tasks by collecting all Supreme Court decisions in Ramallah and Gaza over the past six years; a strategic framework was tailored between Technical Office and Planning and Project Management Unit in order to overcome the load resulted from the absence of court decisions publication.
In addition, The Technical Office managed to provide summarizations and research analysis on judicial decisions through Al-muqtafi (Palestinian Legal and Judicial System) linked to Mezan System.
Technical Office jurisdictions are: (in accordance to executive regulations No. (1), 2006)
- Extract legal principles as determined by the Supreme Court, tabulate them and follow up to facilitate their publishing.
- Prepare needed legal researches upon Head of Supreme Court request or its departments.
- Provide the Supreme Court president with findings and studies adhere to legal principles.
- Hold seminars, training courses and legal conferences inside and outside Palestine.
- Follow up on matters related to scientific scholarships for judges.
- Facilitate access to accurate information, appropriate legislations and legal resources to judges and legal community.
- Prepare legal process based on court request.
- Inform judges with technical and administrative defects to be avoided in coming duties.
- Perform any other duties assigned by chief justice.

- In 2010, Technical Office issued the first newsletter about Supreme Court provisions and legal principles in four books:
- Supreme Court Provisions and Legal Principles (2002-2003)
- Cassation Court Provisions and Legal Principles/ criminal cases (2002-2003-2004)
- Cassation Court Provisions and Legal Principles/ human right cases (2002-2003)
- Cassation Court Provisions and Legal Principles/ human right cases (2004)
- In 2011, Technical Office issued the second newsletter in three books:
- Supreme Court Provisions and Legal Principles (2005-2006)
- Cassation Court Provisions and Legal Principles/ criminal cases (2005-2006)

- In 2012, Technical Office issued the third newsletter in three books:
- Supreme Court Provisions and Legal Principles (2007-2008-2009)

- Cassation Court Provisions and Legal Principles/ human right cases (2007-2008-2009)
- In 2012, Technical Office issued The Legal Principles for Supreme Court "General Committees" book.
- Technical Office issued judicial principles in accordance to the latest amendments in five brochures:
- The Amendment of Basic Law 2003 and Constitutional Court Law.
- Law of Evidence in Commercial and Civil Materials No. (4), 2001.
- Commercial and Civil Procedures Law No. (2), 2001.
- Criminal Procedures Law No. (3), 2001.
- Judicial Authority Law No. (1), 2001.
- Supreme Court Legal Principles 2010 have been extracted, printed and edited ready to be published collaboration with Planning and Project Management Department.
- Provide Institute of Law in Birzeit University with annual reports of Supreme Court decisions to be published at Al-muqtafi.
- Prepare annual statistics about case disposition in regular courts and backlogs of cases.
- Select book lists for Judicial Council library.
