The Seventh Judicial Conference

"Independence Judiciary… Achievements and Aspirations"

 

On July 18, 2016 - The Seventh Judicial Conference was held for two days in Moevenpick Hotel in Ramallah in order to highlight achievements that have been accomplished by Palestinian Judiciary and aspirations needed to work on.

The conference was held under the auspices of President of State of Palestine with participation from Prime minister Dr. Rami Hamdallah representing His Excellency, Chief Justice Chancellor Sami Sarsour, Head of Constitutional Court Dr. Mohammed Al-Haj Qasem, Attorney General Ahmen Barak, Minister of Justice Ali Abu Diak and Deputy Director of UNDP Program Mr. Stacy Weld-Blundell.

At the second day, President Legal Advisor Chancellor Hassan Al-Ori attended the conference delivering a message from President Abbass which supports judges and judicial system and ensures the independence of Palestinian Judicial Authority.

The conference concluded with several recommendations

  • Ensure the administrative and financial independence of judiciary  
  • Enhance human resources with enough judges and administrative staff to cope with international standards based on population and number of files in courts.
  • Amendment for judicial inspection regulation to cope with international standards.
  • Provide suitable litigation environment to cope with international standards.
  • Unify judicial jurisprudences in civil and criminal issues.
  • Amendment for criminal procedure law and civil procedure law to enhance case management in the frame of specific optimum timeline.
  • Deliver a proposal to HJC for the second time in order to discuss the issue of allowing judges to lecture at universities.  
  • Improve judges' privileges to provide them with decent life to guarantee their independence and neutrality.
  • Ensure the execution of all recommendations of the conference.  

At the end of the conference, Chief Justice Sami Sarsour expressed his gratitude and thanks to His Excellency Mr. Mahmoud Abbas President of State of Palestine, judges, Judicial Authority staff, donors and justice sector partners who worked to achieve integration and common goals, as well as UNDP for funding the conference.

Chancellor Sarsour thanked staff of Palestinian TV (PBC) for media coverage and other media agencies.
