On Feb14, 2017- Chief Justice Chancellor Emad Saleem Sa’ad presented the priorities, needs and challenges of the Palestinian Judiciary during the meeting of the Civilian Aspects of Crisis Management (CivCom), the Attorney General Dr. Ahmad Barrak, Deputy Minister of Justice Judge Muhammad Abu Sundus, Chair of CivCom Yana Kalimonova, and representatives of EU attended the meeting.

The meeting discussed the future needs of justice sector institutions within the strategic frame of the justice sector, the challenges facing the amendment of the Judicial Authority Law, justice services and just trials in Palestine, the activities of the EUPOL COPPS delegation in Palestine and the importance of cooperation between the EUPOL COPPS and the justice sector institutions.

In his speech, his Excellency Chancellor Sa’ad asserted the importance of joint work and constructive cooperation between the different categories of the official and non-official justice sector locally and internationally in order to improve the judiciary in particular and the justice sector in general.

His Excellency also added that the High Judicial Council is highly interested in the development of the Judicial Authority Law in order to maintain the independence of the Judicial Authority in accordance with the requirements of the Basic Law and to develop the internal monitoring.

Moreover, he said that one of the aims of the High Judicial Council is to facilitate reaching justice and litigation services through establishing courts of summary in the local communities in order to reduce caseloads in main courts.

In the meeting held by the EUPOL COPPS, the heads of the justice sector agreed on the obstacles facing the justice sector represented by the Israeli Occupation, the absence of the Legislative Council, the outdated legislations and the necessity to update them while taking in consideration the status of the State of Palestine. The challenges include the independence of the Judicial Authority and defining the roles and authorities among the official justice sectors. Despite these obstacles and challenges, there are valuable qualifications and a notable improvement in these institutions.
