On July 17, 2016 - The Seventh Judicial Conference opining ceremony was held in Moevenpick Hotel in Ramallah in order to highlight achievements that have been accomplished by Palestinian Judiciary and aspirations needed to work on.

The conference was held with participation from Prime minister Dr. Rami Hamdallah representing His Excellency President Mahmoud Abbas, Chief Justice Chancellor Sami Sarsour, Head of Constitutional Court Dr. Mohammed Al-Haj Qasem, Attorney General Ahmen Barak, Minister of Justice Ali Abu Diak and Deputy Director of UNDP Program Mr. Stacy Weld-Blundell. As well as, other ministers, senior officials, ambassadors, representatives from CSOs and judges from northern and southern governorates.

In his speech, Chief Justice Sami Sarsour expressed his frustration with the amount of violence incidents which happened recently in the Palestinian society in some cities. Chancellor Sarsour thanked all participants, guests and SAWASYA Program stating that the judicial authority is one of the basic pillars of Palestinian State and it works side by side with executive and legislative authorities in order to provide justice and security for all citizens.

H.E welcomed all judges who came from southern governorate - Gaza Strip, expressing his high hopes to achieve reconciliation between Palestinians saying "You are working under the supervision of the judicial system chaired by High Judicial Council; you have the same responsibilities and same rights".  He also added that the relationship between all justice sector partners is currently strong and based on cooperation and integrity, and there is an urgent need to amend some of the judicial authority laws.    

Prime minister Dr. Rami Hamdallah stated that the conference came in the frame of enhancing rule of law and facilitating access to justice on the bases of integrity, transparency and accountability. Dr. Hamdallah declared the government is committed to enhancing the independence of the judicial system and sustains its status in order to be able to perform all responsibilities in the best proper way, which leads to raise citizens' trust in their state institutions and providing best services on the bases of justice, equality and human rights.

Mr. Prime Minister assured that the government pays attention to enhance the quality of legal and justice services, empower access to justice for all citizens especially women and children, also in Area C; indicating to the importance of making much more efforts in reviewing, updating and unifying the legislation system in order to guaranty deterrent penal law for perpetrators. He also announced a willing to form supreme criminal court.

Head of Constitutional Court Dr. Mohammed Al-Haj Qasem indicated that the forming of the Constitutional Court came from constitutional requirement and in accordance to Article (3), 2006 which helps to achieve monitor constitutional laws that consider basic elements for any state. He declared his hopes that High Judicial Council mange to hold several workshops for judges to elevate their efficiency and education in constitutional context. During the opening ceremony, a short film has been displayed on HJC achievements 2015; also retired judges and former chief justice have been honored. Chancellor Sarsour delivered a copy of Annual Report 2015 to Mr. Prime Minister to be handed to President Abbas.

It is worth noting that the conference lasted for two days discussing several issues relates to Palestinian Judiciary, obstacles, challenges and solutions in order to come up with recommendations to work on during the next year.
