On Nov 26, 2015 – Chief Justice Judge Ali Muhana participated in workshop organized by General Personnel Council on reality and challenges of planning units and project management in cooperation with UNDP. The planning session for justice sector was opened by Chairman of GPC Mousa Abu Zaid, Minister of Justice Saleem Saqa and Attorney General Abd Alghany Owewi talked about several issues related to strategic planning.
Chief Justice stated that planning units at justice sector institutions should take extra responsibilities due to the abolition of Ministry of Planning, those responsibilities represented in three levels: contribution in planning for the State of Palestine, work on sector level and strategic planning for institution that follows planning unit.
He also described the major challenges facing planning and project management in justice sector saying that finding structures for each institution to cope with its needs and localization for working experiences in addition to the importance of transformation of the external experiences to local staff. Another challenge can be seen in immaturity of integration culture in Palestinian institutions' work which requires following up and supervision for strategic planning.
Minister of Justice Saqa assured the importance of coordination among all planning unit in justice sector, improve planning policies and budgets to cope with institutions' needs and effective coordination between donors.
Attorney General Owewi considered that occupation is the major challenge facing strategic planning indicating to the importance of finding emergency plans to deal with urgent conditions.
It is worth noting that the workshop discussed the experience of Ministry of Interior in building planning unit; presentation for GPC efforts in improving human resources systems and its role in planning management and gender issues.
