The Sixth Judicial Conference

"Palestinian Judiciary Heading Towards Development and Integration" 

On June 5, 2015 - The Sixth Judicial Conference was held for two days in Moevenpick Hotel in Ramallah in order to highlight achievements have been accomplished by Palestinian Judiciary and to seek ways and methods to face difficulties and challenges.

Amongst those who attended the conference were: Prime minister Dr. Rami Hamdallah representing His Excellency President Mahmoud Abbas, Attorney General Abd Alghany Owewi, Deputy of Chairman of Palestinian Bar Association Hatem Shahin and Special Representative to UNDP Program Mr. Roberto Valent.

Prime minister Dr. Rami Hamdallah emphasized the importance of judicial role in promoting the principles of modern state.

In his speech, Chief Justice Ali Muhana stated that the success of justice sector is a collective responsibility amongst all partners; he also assured the need to preserve integrity and real partnership. 

The conference concluded with several recommendations:

  1. Ensure the independence of judiciary.
  2. Enhance human resources on legal and administrative fields.
  3. Ensure the importance of improving judges' affairs and incentives.
  4. Hold workshops and training programs on case management, interpret texts of laws that comprise problematic aspects and avoid contradiction in judicial judgements.  
  5. Ensure the importance of updating judicial inspection by-law.
  6. Make legislative amendment on judicial laws and reducing backlogs of cases and suggesting optimum timeline for different types of cases.
  7. Find suitable mechanism for calculation of practice of law for judges' retirement purposes.
  8. Ensure the obligation of judicial conduct specifically regards to social networking websites.
  9. Provide appropriate treatment for judges in all governmental institutions.
  10. Ensure the importance of accomplishing of the annual judicial formation by the end of each year to acknowledge judges with recent updates.

 

At the end of the conference, Chief Justice Ali Muhana expressed his gratitude and thanks to judges, Judicial Authority staff, donors and justice sector partners who worked to achieve integration and common goals, as well as UNDP who funded the conference.
