The Opining of "Palestinian Juvenile Court"

On April 3, 2016 – Chief Justice Sami Sarsour and Minister of Social Affairs Ibrahim Al-Sha'ar opened the "Palestinian Juvenile Court" for the first time in Palestine, with participation from Ramallah- AlBireh Governor Dr. Laila Ghannam, Minister of Justice Mr. Ali Abu-Diak, Acting Attorney General Dr. Ahmad Barak and Brigadier General Abdel Jabber Burqan from Palestinian Police in the presence of judges and justice sector representatives.

The opening ceremony was held at Daralamal Facility then followed by holding the first session in Juvenile Court.

Chancellor Sami Sarsour indicated that this court is a pioneer step for the implementation of the new Juvenile Law 2016 and fruitful result for all efforts have been done between HJC and MOSA as well as participation from other partners: prosecution, police and justice sector. H.E added that there will be more specialized courts in future in different governorates to customize international criteria and conventions within national law.

For her part, Dr. Laila Ghannam expressed her pride of this achievement which considered a result for huge and joint efforts; she also indicated the importance of paying attention to juvenile in Israeli prisons who jailed with criminals and adults, hoping to subject their cases to international fair trial.

Dr. Ahmad Barak talked about the new Juvenile Law and the roles of MOSA in providing child friendly environment and specialized facilities in order to facilitate best practices for them.

Minister of Justice Abu-Diak assured that the Juvenile Court adds a basic pillar to judiciary system and justice sector, and it is a quantum leap in changing stereotyped image for judges and courts into social cases rather than considering them criminal cases.

Brigadier General Burqan assured that child right is a priority in all procedures whether in protective measurements or criminal responsibility for the child. He also emphasized the importance of child protection officers and their existence in all trial steps.

During speeches, all speakers praised the opening of the court indicating that it will facilitate access to justice for juvenile sector and will guarantee fair trial and justice to them.
