On May 16, 2016 – High Judicial Council held workshop on "Optimum Timelines and Backlog Reduction" within "Institutional Strengthening of HJC in Palestine" Program and funded by EU, with participation from Chief Justice Sami Sarsour, Head of Optimum Timelines Committee Judge Diwek, Director of Sawasya Program Maresa Konsolatakmber, experts' team leader Mr. Pim Albers and IT Department consultant Murad Roman.
The workshop targeted presidents, judges and chief of Dewan in courts; aimed at finding solutions for backlog of cases to cope with law through Case Management Program"MEZAN2".
In his speech, Chancellor Sarsour indicated that backlog of cases is a problem not a phenomena. It refers to external elements forced by occupation which hinder normal flow of cases processing and internal elements resulted from citizens' access to judiciary to resolve their disputes, lack of number of judges and adjournments during case processing in courts.
Chancellor Sarsour praised the role of judges and their efforts in resolving cases and files within the available resources. H.E concluded his speech hoping to achieve goals of workshop and finding basics and standards for best solutions to reduce backlog cases.
Judge Diwek mentioned that justice must be fair and quick; he also indicated that the committee put an optimum timelines schedule for all types of cases.
Dr. Albers delivered a presentation on HJC development projects funded by EU mentioning that backlog exist in many countries and not exclusive to Palestine.
For her part, Mrs. Konsolata praised MEZAN Program as vital part in solving backlog in courts; she also mentioned that surveys approved citizens' high trust in work mechanism of MEZAN Program.
