Future Vision


Vision of the judiciary in the next three years (2008-2010):

1. A fair and independent judiciary that furthers the concept of judicial  
independence financially and administratively and is a valid part of the three independent authorities along with the legislative and executive branches. It
will carry out its responsibilities in accordance to the principles of democracy, transparency, and integrity and away from favoritism and external factors.

2. A fair judiciary that respects human rights, safeguards human dignity, and guarantees fundamental freedoms.

3. A fair judiciary that secures justice for all classes of society without discrimination of individuals, institutions, or local and international companies and improves the public’s confidence and encourage them to utilize the judicial system to seek fair judgments.

4. Courts that operate efficiently, with maximum transparency and with qualified staff to carry out operations in a fair and timely manner.

5. A judiciary that operates based on a cohesive institutional structure where its various departments and courts are subjected to policies that seek to develop and strengthen teamwork.

6. A Judicial Authority that is provided with an efficient Media and Outreach Department to increase the relationship between the judiciary, the media and the public.

7. A judiciary that is strong, ensures proper performance of personnel, and protects their independence, dignity, and personal safety.

8. All courts and departments automated and provided with a complete package of programs. All Palestinian courts will have a link to the Supreme Judicial Council through a central secured and developed database.  

A special strategy was formulated to raise the basis of judicial independence, promote integrity, and increase staff skills, in addition to improving the institutional capacity of the judiciary.

The Judiciary Development Plan for 2008-2010 was developed to modernize standards and employ the best international practices to guarantee its sustainability and institutionalization. The following four pillars are important in order to successfully reform the judiciary and update its capabilities:

First develop an integrated and harmonious relationship with the executive and legislative institutions

Second ensure fair and just trials

Third strengthen, support, and empower the institution of the judiciary

Fourth protect citizen's rights and fundamental freedoms.
