JUDICIARY DEVELOPMENT PLAN 2008-2010

The strategic vision of the Judiciary Development Plan is designed to achieve legal stability in Palestine, strengthen the rule of law, and preserve the freedoms and fundamental rights of the citizens of the West Bank. These objectives will be met by ensuring a fair trial while maintaining the independence and impartiality of the judiciary as much as possible. The implementation of this vision requires the following four objectives:

FIRST GOAL: ORGANIZE AND DEVELOP COMPLEMENTARY RELATIONS WITH OTHER JUSTICE SECTOR INSTITUTIONS

The Supreme Judicial Council is directing particular attention to the cooperation with other justice sector institutions through supporting joint projects and plans between the Supreme Judicial Council and the Office of Attorney General. An example of this is to create an appropriate environment for litigation through the establishment, upgrading, and automation of the courts with the public prosecution and Attorney General's Office. In addition, the SJC will hold several consultative and coordination meetings with related institutions to accelerate the litigation process and improve the quality of services. Another goal of the SJC is to improve cooperation with the Bar Association- an essential partner in the development of judicial work- and strengthen cooperation with human rights institutions. To achieve these goals we must:

1. Activating the Supreme Judicial Council given their importance in ensuring the proper administration of justice, which in return requires:
a. Review of the legislation for establishing the Supreme Judicial Council and a review of the council's quorum to ensure periodic meetings.
b. Ensure the non- politicization of the Supreme Judicial Council thorough restricting its membership within the judicial elements.
c. Introduce necessary amendments to the Judicial Authority Law to create judicial values.

2. Reaching understandings with related institutions in line with the philosophy of judicial independence in order to determine the basis for work and communication with each of the:
a. Executive Authority (the Ministry of Justice, Ministry of Labor, Office of Attorney General, Ministry of Local Government, Ministry of Social Affairs, etc.)
b. Legislative Authority
c. Bar Association
d. Palestinian law schools to develop programs fostering future judges. In terms of:
• Develop a curriculum to  be adopted for the preparation of law students
• Focus on improving the language skills of students and faculty
• Encourage top students and honor graduates in secondary and law schools to become involved in the legal field then join the judiciary
e. Civil society organizations working in the field of human rights and the official and public news organizations
